Sometimes it's not a lie, you just didn't use the same terminology or keywords. Saying installed software versus implementation of software makes a huge difference

Not true. Because if you add those and run it again, it will come up with more and more keywords. Unless you want to have a 5 million page resume, this won't work.
Know that you cannot add those side-panel keywords unless it's in your profile already. @MHRCF

Is it better to select the "Recruiters Only" option or the "All LinkedIn Members" option? For some reason I have an aversion to seeing those green "Open to Work" signs hanging around people's necks.
I would never put an open to work band. That just screams you are unemployed and most employers will treat you like damaged goods

My vote would probably be "recruiters only" and to NOT enable the "open to work" banner.
For me, it's better to do recruiters only. When I open it up to everyone I get too many mass messages for entry and mid level positions.

Even Better: Stop being lazy and impersonal; read the resumes instead of relying on AI software scoring algorithm that stores personal information in another database allowing the company to sell your info to a 3rd pary for $$.

What do you recommend for someone that has not been able to get a foothold into their desired career path yet. I have been working in jobs completely unrelated to my degree, which I earned 3 years ago.

It also helps if you don’t have a too ethnic sounding name. HBS studies show that having a generic Christian name or an easy to pronounce nicknames increases chance of receiving callbacks. You also want to come across as a younger end of mid-career specialist (mid 30s) if you’re an IC not going after an exec level roles. List your education but don’t list your exact grad date
