4 bits does not mean 16 locations. It means a frame / block size in main memory may contain 16bytes data if u say that the remaining 8 bits are only for the number of frames. If it is 16 words then extra bits may be required out of the remains 8 bits to identify the bytes in a word. Suppose a frame contains 16 word , where 1 word = 4 bytes. Then to address data we need 4 +2 = 6 bits and remaining for the number of frames or blocks .
