So, perhaps the absolute height is 78 stories (above and below ground). In addition, the disclosure to the city may be for an occupancy certificate or a census for rent control or something. So perhaps 63 stories represents the actual number of floors that are commercially available for occupancy. There could easily be a number of floors utilized for HVAC systems, administration, storage, or simply off the market - requiring renovation or something. So, even with three facially divergent accounts of how many “stories” the building has, it’s easy to conceive of a number of totally innocent explanations.
