    Flanagan's Academy- Kitty summed up the NSW HSC in one line: A 'D' is still a pass. That's exactly what happened to NSW's High School Certificates a couple of decades ago. Because no one could be branded a 'failure' anymore (since awards were now given out for just being there) all E level results (which had previously scored anywhere from 0-25% in an exam) were allocated marks that were scaled up to range between 50-60 for that subject. D level marks were scaled up to 60-70. C to 70-80. Etcetera. So parents thought their students were more clever than they actually were. And so did employers. Then, when those same students couldn't get into uni or pass even TAFE courses, the parents thought something was wrong with the further educational institutions because their child had been declared a strong 50-60% achiever. And employers couldn't work out why these students were doing so poorly in their jobs. Finally, universities started accepting lower scoring students into their courses. This was due to a policy that said if someone is educated for an extra four years, they'll still be more capable than sending them out to the workforce with only 13 years of formal education.
