A cheat code to get more people to use parcs is water in the summer. All the most popular parcs in montreal, where I live, have either fountains, ponds, canals, small lakes or simply next to a canal or river. Also, cutting the grass regularly helps, and food, like food carts and stuff like that.
That is a good point with the water - yeah food truck or some sort of pop up summer cafe is definitely a solution to bring life - some of the picnickers had the same idea

There is a park in my place called "Alun-alun Bandung" back then it was just an empty field of grass but the thing is people love to picnic there, a few years ago the government decided to change the grass to a synthetic one. It is still cool a place even thou it always gets overcrowded, especially during the new year.

Garbage was thrown to the ground everywhere. They tried to save some little spaces between communist dystopia clean and green and beautiful 😁
