It's not uncommon for cops to reduce speeding tickets if the person is cool. For all we know the cop could have had over 100 on his radar, but because the guy didn't dispute it he cited him for 80. Here in the UK if you get caught doing 95 and you're cool, they're likely to drop it to 90 because thats 3 points less.
