Only swap I'd make here is Tobirama for Kakashi,
both have the same argument that their accomplishments were offscreen "cool, I guess" stuff, on other Kage's coattails.
But while Kakashi in every sense paved the way for Naruto to lead a peaceful, progressive alliance, it's a very easy case to make that Tobi actively undid alot of the progress Hashirama started,or at the very least massively failed to forge a better path forward, as the other hokage did.
in fact you could make the case that alot of the 3rds issues were planted by Tobirama, as far as the power struggles and underlying discord within the leaf, and the failure to establish peace with the other villages
Not to mention that similar to Minato, the other villages were passing around Kakashi's scouting report, not quite "run on sight" but still "yo watch out, bro is tuff"
To be fair lol Tobirama opinions of the Uchiha isn’t based off just being an Uchiha. They are life long rivals and his assessments of their feelings and all that is accurate. Minato kinda is a benefit of what Tobirama did as Hokage. Hiruzen just kinda ran things into shit and Minato didn’t get enough time to do anything.

Yeah no,we're literally told several times through the course of Naruto how much the Great Ninja Wars screwed over everybody involved, how it took decades just to restore the lives and damage caused,much less to progress afterwards.

The reason why I would take out Naruto is because he is a literal cheat code.
And if I remove him, I instantly get 3 somewhat competitive debates that could be very entertaining.
1. Naruto (obvious)
2. Tobirama: Helped end the 1st Shinobi War alongside his brother Hashirama, and is a founding father of Konoha. Responsible for the Flying Rajin and Multi Shadow clone techniques and provided structure to the ninja world. But was too prejudiced towards his past enemies, namely the Uchiha, which led to more strife.
3. Minato: Almost singlehandedly ended the 3rd Shinobi War. Heavily feared by the Shinobi world.
Was too weak to prevent Obito from destroying the village. Had a very short reign.
4. Hashirama: Helped end the 1st Shinobi War, was the founding Hokage of Konoha.
Was too trusting of Madara, and too trusting of the Shinobi world. Gave tailed beasts away like candy which led to every following War.
5. Tsunade: Very good leader that advanced the medical field of Konoha and was responsible for training Sakura who played a significant role in the 4th Shinobi War.
Was not able to protect Konoha from Nagato and Allowed Danzo to do fuck shit.
Ultimately, she did what she could.
6.Kakashi: Great, but had that shit on Easy Mode.
7. Hiruzen: Allowed the Genocide of the Uchiha clan AND the Uzumaki clan.
Trusted Danzo too much, gave him way too much power, and let him go unpunished.
Never investigated the death of Shisui.
Allowed Itachi to go through with murdering the Uchiha.
Seemed like he didn't know what was going on the majority of the time.
Failed to mobilize Konoha's military complex to prevent the Uchiha clan from doing anything once HE KNEW WHAT THEY WERE PLANNING.
Didn't kill Orochimaru.
8. Danzo: Literal fascist dickhead that orchestrated two genocides and got mollywopped by Sasuke.

Edo Tobirama during the war arc was shown to be able to keep up with KCM2 Naruto, EMS Sasuke, KCM Minato, and amped Rinnegan Madara.
I can't put Minato over Tobirama for those reasons.

I would like to argue that Hashirama is WASHING Minato. If you take the one-shot., Minato at 16 tied again a Binuu Dana with a base Rasengan with Kushina’s help; however Hashirama was in a 2v1 against the 9-Tails and Madara and still won. If we take Minato vs Obito and Kurama, then after holding the seal on the 9-Tails for a couple hours while Kushina gave birth to Naruto, Spamming the Flying to get Naruto to safety, finding Kushina,taking her to Naruto, finding the masked man, fighting the masked man, teleporting a whole Binuu Dama and the 9-Tails,then finally fighting the 9-Tails to a Draw. If you compare that to Hashirama fighting Madara and the 9-Tails for a day straight and pulling off a w, I think Hashirama wins

Tobi fr hurt the village more than helped by gate keeping the Uchihas. They were literally the largest clan in the village at the time and helped run the village as a whole. He basically tied an arm of the village behind its back all because he was paranoid

But honestly they were also the most logical and best option because of there proficient in genjutsu

If I'm misremembering details please let me know but from what I remember from Naruto Tobirama wasn't racist it was about the threat that the Uchiha posed. I honestly think that if any other clan was in that realm of power and was just and had just as much influence as the Uchiha and have the strength to easily tip the power balance Tobirama would feel the same about them.
To me he just likes having the biggest stick in the room.
Whether or not that makes him a good hokage is up for debate.

What I'm trying to say is Tobirama is a very strict traditional person and literally anyone who posed a threat to the status quo would have been just as easily in the crosshair for his ire. The Uchiha were just the ones on the chopping block.

In my opinion, Minato is kinda like the JFK of the Naruto universe. This might be a little bit of a reach on my part, but the guy was a very popular individual (whether in canon or the viewers) and the guy died before he could do a lot for the village. I believe that he would've had a lot more progress if he didn't have the Kurama situation, but regardless, he didn't have a lot of time.
There were tons of times where Tsunade literally didn't help the village when something happened. You can boil it down to Hiruzen saying "fuck them kids" and I'd stick with OG there. Sound philosophy.
Another point to bring up for Minato is that he COULD HAVE defeated the 9-tails during that attack without using the reaper death seal which meant he could have lived afterwards and gotten even stronger, he did it because he wanted to seal it inside Naruto as he trusted his son to be able to control and bond with it(humongous sack moment ngl) which Naruto then does, allowing him to become the strongest hokage in history and basically ensuring world peace with the other villages for as long as he's breathing, hell nobody even wanted to fuck with the leaf while Kakashi was hokage mainly because of Naruto💀all from a huge decision that Minato made for the leaf

Hiruzen was legitimately the _best_ Hokage there's ever been and it's not very close (excluding Naruto saving the world multiple times)
1st.... He definitely took care of Naruto. And yes he did the best he could. He literally gave him an apartment near the middle of the village closer to the Hokage's Headquarters so he could keep an eye on him.... that's a better apartment than most people in the village. He constantly gave him enough money to last him MONTHS at a time, Naruto was just not taught any manners by his parents so he was sloppy a lot of the time, look at Sasuke who was in a similar situation after the massacre, Sasuke's was disciplined. Naruto was not.
"Well why didn't Hiruzen teach him EVERYTHING and how to behave all the time"....... there's quite literally not a *_more_* demanding job on the planet than being a Kage, let alone Hokage of the strongest and most active village in the world. The fact that Hiruzen found ANY time AT ALL to spend with Naruto is a straight Miracle.
And we know Hiruzen manage to be able to spend *SO* much time with Naruto that he became the first person Naruto ever loved. There's a reason Naruto calls him Gramps and not just Lord 3rd. The only other people he calls that affectionately to are Pervy Sage and Grandma Tsunade...... and yes this was before even Iruka cared about Naruto since we know Iruka only started truly loving Naruto once Naruto was 12 in ep1. Hiruzen loved him his whole life and Naruto knew it.
"Why didn't he let someone body guard him or hire someone to raise him????" ..... literally the worst idea possible, 99.99% of the village literally wanted Naruto dead for most of his life. There's NOBODY who could've reasonably be trusted to do it(and has I've explained....not even Iruka)
2. Hiruzen has THE best resumé as Hokage. He has, as the sole leader/Hokage led Konoha to victory through 3 separate Great Shinobi World Wars. That right there is more than ANY Hokage has done. Hashirama created the village but with Madara and Tobirama's help. Tobirama created a few helpful facilities for the village.... but they both died in the middle of the 1st Great War. Minato lasted less than a year and died on the first night of being tested as Hokage, Tsunade was Hokage for a few years and helped save the village from Pain(kinda)......
And of course every Hokage fought in the 4th War......
But to round off, Hiruzen has been holding the Leaf Village together as Hokage longer than EVERY other Hokage *COMBINED.*

Hashirama is to blame for all of Madara's actions which include 2st and 4th War and Infinite Tsukuyomi

Alright, first some things we need to establish. Hiruzen went toe to toe with a sannin at 70. Dude shoulda been in the old folks home and he was still able to fight a sannin. In his prime he would've been insane. And mind you, he reigned from the time of the second to the time of the fifth minus a couple years for Minato. Hiruzen is at worst, 4th.
Now its time for my hot take on Minato. He's kinda overrated. He was good at adapting things and building on them, but in terms of sheer power, he doesn't quite measure up to who I'd consider the top 4

For me personally as a hokage, Minato is the worst hokage. He was only hokage for about 3 years and he did nothing. We literally know nothing about him as a hokage. We don’t know any policies he introduced, we don’t know how him as a hokage influenced the ninja world, we know nothing. He didn’t help the living situation of the uchiha, danzo and orochimaru were doing there shenanigans under him, we don’t even know the word politics when he was hokage.

You could argue every hokage but minato benefited from the previous one… tobirama benefits from the foundation Hashirama laid… hiruzen definitely benifited from what tobirama built… things started to falter under hiruzen and minato didn’t really get a chance to do anything… the village got destroyed under tsunade but it wasn’t really her fault. A lot of the villages success after the series ends and into boruto kinda has to be credited to kakashi.
