I assume it's because they can't mod that. It's common for there to be untouchable files. For example the game Battle Brothers, in the game you have orcs and undead as some of your enemies, its apparently impossible to mod the game to allow player controlled orcs, but you can mod player controlled undead.

Yea these clones not as OP because we decided not to give them super bullets as they are meant to be for heroes.
The rebels were created by someone else so probably have superbullets, you can change that manually in the unit editor.
