Forza Transportation driver

Forza 647 shows off his skills on I10wb Calcasieu River Bridge in Westlake, La. He's speeding down the bridge toward the car, so I blasted my loud horn hoping that maybe he would slow down his approach to the car that's going the speed limit. Is he trying to push or scare the car driver? I see him speeding down the bridge up to a car that's going normal posted speed.
