I have a question, in verse 17-8, it says “those whose names weren’t written in the book of life before the world was made”. What does this mean? Does this mean that those people were doomed for this and that its already decided that they could never come to jesus? (I myself dont think that thats what it means, but I would like to know what this verse then implies) thank you in advance!!

You said in Revelation chapter 17 that Babylon was the Roman Empire but it was not this is referring to someone that was in a covenant relationship with the Lord Rome was not in a Covenant relationship with the Lord The Roman Empire was a Pagan nation so they were predestined to damnation anyway.
Jesus charged the Scribes and Pharisees with the shedding of the blood of righteous Abel unto the blood of Zacharias son of Barachias and all the innocent blood within the Earth and this is much more blood than the Roman Empire shed on the Jew and Gentile Christians in Asia Minor.
So this makes Jerusalem Mystery Babylon the mother of harlots she was arrayed with the same colored Robes or Ephod as the Old Testament High Priest and on her forehead she wore a golden crown on her forehead that says Mystery Babylon the mother of harlots the same as the Old Testament High Priest he wore a golden crown on his head with an engravment on a ribbon that says Holiness to the Lord she was drunk with the blood of the prophets and the Saints.
Charged with the shedding of blood from the creation of the world up to the generation of Jesus ministry to 70Ad.
This whole chapter of Revelation 17 is in reference to Jerusalem Jesus told the Scribes and Pharisees that it will be impossible for them to escape the damnation of Gehinnon not " Hell
Hell is an English language word and Jesus never spoke English he spoke Aramaic also the book of Revelation is not about God's judgment on the Entire world all throughout the book when the words World and Earth is used in the Greek.
World is the Greek word Oikoumene which means the inhabited land which is Jerusalem and the Roman Empire
And Earth is the Greek word Ge or ghay which means the inhabited region or country which is Jerusalem and the Roman Empire we have to stay in the confines of the inhabited region or country or land and stop applying these judgments on the Whole World this was the time of Jacob's troubles and only the nation of Israel is identified as Jacob
Now the beast that the Whore is riding on represents the Roman Empire because Jerusalem was a province of Rome and the bright red represents the Roman Catholic Cardinals and also the Papacy
