The hydrants at the start of the water pipeline are starving the hydrants at the end and the pumps are only designed for a certain flow rate and no more. If this happened in any other city in the USA or Canada the exact same thing would have happened and no amount of whataboutism changes this fluid mechanics fact. What this means is that it's going to cost a minor fortune to update water infrastructure to account for more serious fires that will be happening from now on. Larger pumps, more of them, larger pipelines, redundant power supplies to power said pumps and updated water treatment as well.

Investigations are completed with answers all the time. Nearly all safety regulations stem from investigations into things that went wrong in the past.
So, using ocean water would not only damage the equipment that they have to continue to use to fight fire but will harm the ability to plant on the soil later.

wood construction is cheap in such climate. but even mostly brick or concrete buildings would burn if a hurricane wind drives fire through.
