Lesson learned: We have to take a bath because water neutralizes or reduces the positive charges in our dry hair. In other words, it stops static electricity which is responsible of raising one’s hair.

That case is different to what we see in this video but it’s also related to static electricity. Let’s simplify your situation.
It’s called static shock. The reason we get static shock because of the insulators the we touch everyday. Insulators are things that don’t let electrons (negative charge) flow easily to something (Atom). One of the best example of the insulator is fabric (wool, cotton etc). That’s why when we touch insulated object like our clothes, the accumulated or extra electrons would start build electrons in your body. That was when your body becomes electrically charged (but more on negative charges). That’s why when we touch positively charged objects like metals, it would results shock. It would also occur to a person whose body is more on postive charges.
Mainly, air is also an insulator. Winter has dry air thus it means less humidity and less water molecules. So, more electrons can’t flow thoroughly to another something which starts to build electrons in our skin surface. Therefore, if we lack water molecules, there’s no process of neutralizing the electrically charged body.

The good thing is they were not struck by lightning.
This also happened to my niece a year ago when she was sliding at the park and I ask my brother in-law about it and he said it was Static Electricity and this was due to the friction like what my niece was doing (Sliding).
