Thanks. Unfortunately you cant dismantle it but instead use it to upgrade another piece. I will say smothered flare is great to have, i rotate on defense and helps a great deal when Angel's attack. But yes, you can use it to level up another skill instead if you wish to

I wouldn't buy resources due to being able to get in game easier. Packs for artifacts and equipment would help you buy the tech. Many choices depending your gaming budget.
