I personally really dislike TS4, mainly because of how it treats Woody as still being too attached to Andy even after accepting and moving on after TS3 and also what they did to Buzz. Seriously, what was up with Buzz going through this weird mental crisis or something, his character, and my person favourite of this series, was completely destroyed.
The message of this movie seemed also confusing. I just didn’t like how he just simply abandoned his friends over his GF, Bo Peep.
And lastly, I really hate Bonnie. She’s the true antagonist in this movie. She broke the promise Andy gave to him to look after his toys, and she just neglects Andy’s most precious toy, his best friend during his childhood. It completely destroyed the ending of TS3 and I will not forgive the filmmakers for doing that. I personally like to think of TS4 as noncanon to the franchise.

Toy Story 4 is good, but not the best in the series. It feels more like an epilogue. I think the "villain" in that one was underdeveloped and Buzz plays a much smaller role. It's more of a Woody-centric story.
