If it is genuinely against caste discrimination per se, it is to be welomed but this is mainly an attack on and demeaning of Indian religions and showing them as casteist religions. Casteism is perversion and corruption of social practices and become part of some religions over a long period of time. There are many such aberrations in Islam as well and hope corrective action is taken against them. Good thing this Bill has apparently been shot down.
The fight is still going on. It's thousands of years of fight. Brahminism (Hinduism by Persian Hindu which came from Sindhu) has made jati and varna (read Rigveda 1st mandala) with Brahmins on top by obviously Brahmins. It may get some hindrance but Brahminism wil rear their head again and state will pass the bill again....
