This context is more exilirating than ToO. ToO framing story is kinda meh. But I guess they had to forgo the Nine in the name to signal a chnage in the mode and for marketing.
Interesting that the Emissary mentions a brother, her backstory indicates that her brother was left behind on Earth when she became an Awoken. She may be referring to Xur or that part of her character has been retconned

I re-watched some D1 Exo Stranger cutscenes, and she does not sound like the Beyond Light Exo Stranger imo. Sam Spin in her past life before she was Orin, she left behind a brother in earth after winning the lottery to go space. Then she became the emissary

Why does she sound a lot like The Stranger in the Beyond Light trailers? Maybe its just similar/same voice actress, but idk.
They do sound similar in certain lines, but they are in fact separate voice actors.
