He knew that the people in Rachel were innocent yet proceeded with the 'cleaning' and when Kiyoung asked him for help he pretended to not know anything and only felt guilt once everything was over. If he had joined hands when Kiyoung sent him the letter he could have helped in saving everyone as Kiyoung already had a plan.
I agree! Kiyoung's madness didn't just come out of nowhere. His baby pig died to protect him. How could he not be mad? They should have prepared to get attacked too if they attacked others, even for the sake of "the greater good".

They basically burned a whole village and killed many innocent and there were small children and elderly too.
