its not easy to campaign for votes and become a mayor , it is a tough job but yeah clearing upsc is also hard but the ground work done by politicians is also hard and is very underrated . liye hona chahiye. Always these ias and ips officer get pressurized because of you.
These things happen in every state in India, these things happen only when politicians think they are more powerful than any system in India.
