Here in Maryland if the game warden sees you catch fish with a castnet then you would receive a ticket worth $1000 with a possible one year in prison. I guess those guys in Texas don't give a crap about the law, but you are not supposed to use a castnet to catch any fish beside baitfish and the castnet must be the appropriate size as well.
That flounder was under size and yes it is illegal to catch in a cast net. The guy looked like he was probably from Mexico and a lot of them don't follow game laws. If you ever see how they fish on the Mexico side of the Rio Grande, you would know what i mean. This is not meant to be racist. It is a culture thing.
