When engines are off on a free turbine turboprop engine (pw120 in the atr) like those normally the condition levers when in off position also put the props in "feather" which makes the props angle to be perpendicular to the wind which is good when an engine fails midair as if they kept their normal operating pitch they would act as air brakes. If you look other turboprops which aren't free turbines you will see the opposite at start, you would see them "big" as they need to offer less resistance in the start as the propeller shaft is the same as the turbine shaft. (Tpe 331)

The ATR42-320 is equipped with the same PW121 engine as the Dash8-100, and the sound is almost identical to the PW123 in the Q300.
