This is a phase shift oscillator. The 3 capacitors and the resistors at their junctions form a phase shift of 180°. The collector is coupled back to the base via this cap-res network and thus the circuit starts to oscillate. The 1M resistor is for biassing the transistor. The potmeter has 2 functions, first to adjust 1 of the cap-res network and second to adjust the emitter current. The leds are opposite because one set is connected to the base and the other to the collector
