A respawn anchor allows you to respawn and set your spawn in the nether, it was added in the nether update. To make it you need 6 crying obsidian and 3 glowstone blocks. When a Glowstone block is used with it, a charge is added, the texture of the block changes to reflect this. A light will be emitted as a visualization. The Anchor can hold up to four charges, and the amount of charges is indicated by a dial on the side of the block. To set the player’s spawn location to the Anchor, they must click on it just like a bed. The Anchor must be charged at the time of the click.
Each time the player dies, they respawn next to the Anchor, and its charge decreases by 1.

Elytra spawn on an item frame and item frames are classified as mob entity so since no shulkers could spawn because they are entities, no item frames could spawn to give elytra.
