So, whether or not someone finds the "truth" is not up to them but is up to Allah? So, if someone does not submit to Islam, then it's not their fault but is Allah’s fault? Therefore, if someone is sentenced to Hell by Allah, then it's because Allah always willed for them to be sent to Hell?

I remember there was some verse in THE Quran I just remembered that said that Satan promised them the afterlife but it was really a lie and I found a similar verse in Surah Nisa
"Satan only makes them ˹false˺ promises and deludes them with ˹empty˺ hopes. Truly Satan promises them nothing but delusion.
It is they who will have Hell as their home, and they will find no escape from it!"
