You should identify the constant from the question, here in the question it is given "all circles of radius a" .. so here there are different circles but all have a particular radius 'a' . Hence we take a constant. To give another example, say , if question says all planes which are p distance from origin. Here constant is p. (lx+my+nz=p represent such planes where l,m,n are variables and represents DC's of normals to such planes but p is constant and is the distance plane is from origin) I hope it's clear.
