Hi Maria, Thanks for reaching out to us. The outer enamel epithelium are cuboidal cells and lines the outer periphery of enamel organ. These cells have no role in enamel formation. The inner enamel epithelium in the later stage of tooth development become tall columnar and are called ameloblasts. The basement membrane is present till the cap stage of tooth development. In the bell stage just before the deposition of the first layer of dentin the basement membrane it disintegrate.

Yes these are formed by outer and inner enamel epithelium (hertwig's root sheath)
