Considering how the drones get Kadeeme, I'd say it's more likely it's a pocket dimension just above Hot Wheels City(the drones headquarters) that only exists for as long as the wheel is open. When he fell off the track he fell out of the pocket dimension and into the drone headquarters. Would also explain what Gig means in Ultimate Race when he says the Wheel of Power reconfigured itself and the realms for the final race.
