Those sidewalks look like obstacle courses. If they would fix those sidewalks and clean up a bit better it would be a very nice place to live.
At least there are no homeless people on sidewalks or in Metro stations as in Los Ángeles, Seattle and other major cities.
There are quite many homeless people in many parts of the city. Probably not as many as in bigger cities, but still many. There are parts of downtown where you can see many more all around.
