My guess is that the finale of TOH Season 2 (and by extension, Season 3) takes place after Anne, Sasha, and Marcy returned home from Amphibia but before the time skip. Hence why the news article uses a picture of young Anne. The article may have also given Camila some sense of hope on Luz's ability to return.
From what I think,The reason why there was a bill chiper sticky note in toh, is because king and bill chiper share the same voice actor , Alex Hirsch. Also there worlds are connected together so I guess it makes sense. Also in S2 intro in amphibia, there is a Gideon plushie on the ground. And last but not least, When luzs mom was cooking in the kitchen, there is a tablet next to the pot, and on the tablet it shows a picture of Anne. So there is a connection between all three shows. Luz entered the Boiling Isle's somewhere in 2014 while the Calamity Trio entered Amphibia 2019 So I think end of Amphibia Season 3 is where Luz returned from the Boiling Isle's in the end of Season 3 and begining of Season 3 P.S. Dipper and Mabel is now somehow mid or late 20s around that time
I can only come to the conclusion from all these crossover references that we will NEVER escape Bill Cipher for the rest of our lives.
