While Mirio does say Tamaki is someone even better than himself thus his hero name Suneater because Mirio is the sun, that doesn't mean Mirio is in 3-B because his quirk isn't as good. For example, Monoma has an amazing quirk, but he's in 1-B meanwhile Ojiro has a lackluster quirk. I think students are separated based on how destructive their quirk is. Class #-A has more destructive quirks while B aren't as destructive. There are some outliers though. Btw Nejire is also in 3-A
