In december, it is very unlikely. Even the weather forecast does not suggest any snowfall, so I guess no. February is the month you should aim, if snow is the main goal.

@@GAUTAMBUDHTALKS Well, personally, any day of the week would work. Even I am planning to go there pretty soon, so based on my research, you should be fine with any week day as Khajjiar and Dalhousie are not as crowded as Mcleodganj and Dharamshala, so you should be fine with even weekends.
