You can bye the tool at home depot for the wire ties. It's screw driver with a hook at the end and they shaft spins in the handle. Put the hook thru both loops and spin the the handle

I believe that CO2 cartridges are refillable, so you should check with a sporting goods or paintball shop to make sure before you scrap them.. If they are refillable, the shop may buy them from you for more than you would get from scrapping them.
