Nah, Zac's not really guessing, the fact that it's Cuspin is pretty clear from Brennan's description. He's been established as a cop previously and specifically one on the trail of Wanda Childa, and he's introduced in the scene as an aaracokra coming along and asking if anyone's seen the bus that Wanda just pretended to drive away in. And there aren't many (or any?) other aaracokra in Fantasy High.

The halflings are such a prime example of random generic npcs a dm throws in for set dressing, that the players then latch on to. And then on every subsequent appearance they get cooler and cooler.
I'd like to think that laws are the stipulations of the social contract (ya know, I agree not to hurt you if you agree not to hurt me) and an agreement without enforcement means nothing. When it ceases to be person-to-person and becomes edicts handed down by a separate entity to the people, then problems arise... Anyhoo, me and the rest of the peasants'll get back to mud-farming.

One of my favorite things about this that I don't see talked about enough in the first clip is that Zac is slouched as hell in his chair (to the point of looking shorter than both Emily and Siobhan), making him sit almost entirely in the lower half of frame in that second shot. He sits up a few seconds later and is back to normal framing, but just those few seconds of looking small in frame made it so much funnier to me - he just looks so damn tired and done with all this shit lol
As adventurers who just fought a dragon and won they are probably stronger than the vast majority of the population (see Gilear stats), and Zac's unarmed strike as a barbarian probably does some actual damage.

I love how unapologetically the cast preaches acab in everything. Brennan even had Sklonda leave the police force and become a defense attorney because she wanted to stop the injustice police caused. Every time a show on Dropout other than D20 talks about cops, one of these cast (especially Brennan) will add, "Never talk to the cops without a lawyer present!" Like literally. Watch any Dropout show, and if law enforcement is mentioned, someone will bring that up.
Idk what it is about the edit but I love how when he says “ do you have a fucking warrant” the way they leave head space above him to make him appear smaller makes him actually feel like a teen who’s yelling at an authority figure. It’s so good. A+
