I think the main backlash with Logan "paying them back" is that he is doing the usual out of court settling people do, with a limited time frame, to "encourage" people to settle for 12% of the value they lost, which would be more affordable for Logan. Meanwhile, the lawsuits would sue for damages of what was lost (and more) so then Logan would lose a lot more but the victims would be justly compensated for being swindled.
