Because Sunshine had a really short development time, Mario 64 for example had the double development time of Mario Sunshine, but GameCube wasn't selling really good and Nintendo needed to release a Mario game, so a lot of Sunshine content and features was cut, 60 fps is one of the cut feature

I always wondered why was Mario Sunshine downgraded from 60fps to 30fps in it's final release? was the game having performance issues on the GC ?
