So basically, Top Hat is The Gordon of Tugs. He may be boastful, But has a kind heart inside, He is JUST LIKE Gordon. They are the #4 of the fleet. And they are both boastful but kind too.
There is one detail that puts the events of High Tide before Munitions. Ripped from the 20 minute cut: Captain Star: Sunshine, go to the canal. Pick up Mighty Mo. They’ve finished the work on the bridge. Take him home. Sunshine: Alright, aye, good. I like Mighty Mo! [He leaves.] Captain Star: Big Mac! Thanks for winning us the steel contract. Big Mac: That’s okay, Sir. Captain Star: You pick up the last girder barge, then back here. Both "finished work on the bridge" and "winning the steel contract" happened in High Tide. So, if Top Hat's character really was that consistent... why didn't he help put out the fire in Munitions?
Top Hat on his own dealing with a situation makes him more active, and in the presence of more tugs he feels the need to make himself superior, and decides not to help. We see this in the deleted scene in the High Tide script; after Top Hat saves the day, and Zebedee and Zak return to clear the mess, Top Hat just brags about how he saved the day.
@@numberjacksoctonauts7138 yeah the "canonical order" I went by is from mainly the 20 minute cuts, as that was the official intended canon. the 15s seem to have little to no continuity and jumble up stuff so as to have no specific viewing order
@@A1-Pacific_Sketcher The only thing we can say for absolute certain is *Sunshine* is the first episode. Sunshine appears in every single episode of the show, so there's no episode that can possibly proceed it.

Tophat is truely the closest equivalent to James in the Tugs series
