@@49metal I'm sure she was an extra. I'm not sure why she was this hesitant though, she could have passed near them unless she was told not to. I guess it could be noticed in general. Or she could have been asked to act hesitant, who knows. (I'm an extra too).
I love this scene..funny with a great 70's New York location, and we get Ruth Gordon (from 'Harold and Maude' and 'Every Which Way But Loose') as the lady with the groceries!
Woody in his early films was very much given to doing this kind of things and improvising. possibly he thought that if he spoke simply with the lady the scene would be sad and flat, so he enriched the scene by going to talk to the horse. if the viewer looks carefully when the lady approaches, woody says no with his head and improvises very well.
Does anyone know who did the animation? Looks like DePate-Freeling or one of those smaller studios from the 70s that hired a lot of former Looney Tunes animators.

I think it's an actress who was going to interact with Alvy but she made Woody improvise and start talking to the horse. simply a genius of woody.
