I think Tooko wants to try and get to know more people rather than just staying in a single circle even if she loves that circle
Tooko is literally on a different group and she has precious resources left on the 2 bodies she died upon, so even if she went with them her resources seems important to her and also her new group of Zuzu, Arisaka, Radao and Vanilla.
