But he promised to step down from his office a while back, but he has decided NOT to do that and allow an election that will pave a way for his succession. That is a very risky thing for him to do, especially as violent and vengeful Hutu groups remain active and at large in Burundi and Congo, with the stated goals of retaking Rwanda and overthrowing all he does.
