If you adding more sugar you can melt sugar in same quantity of water - no need to add extra water to melt sugar. It does need to be cold water you can use tap water. Reason to pour water on top if you taking longer to prepare chasni during that time ricevat bottom become more softer. To avoid softness in rice add water on top. But if chasni is ready then do not need to add water and put rice straight in chasni (sheera)
Normally three things make rice dry 1st: excessive oil 2nd: rice are not cooked enough 3rd: over cooked with sugar and oil If you like to soften rice after those are cooked pour some milk or water and leave on steam for few mins.

I really like your idea of adding color to rice. I use salt shaker to keep food color and to use color on rice so that i dont put too much

5 kg rice ma Kitna oil aur sugar kitni dalni ha
If using sela rice 1 cup oil.
3.75 kg sugar but if you like extra sweet then 4 kg sugar
I use less oil, but if you like you can increase oil for 1/2 kg, but prepare sugar syrup (chashni) little thicker
