Its a peer to peer connection, 300ms is not “his ping” its ping between both players, no way of knowing whose interne is at fault by just looking at the number.

Rage arts is normal for a confirm kill in the middle of a proper combo, 6 just blasts it off and it does nothing because he’s doing it on someone with full health most the time. Essentially it’s scrub tactics to just mash it out.
