I have gotten this error before although not consistently Happened to my Wii Sports disc when I tried to load baseball. Gently wiping the disk to clear any fingerprints or scratches seemed to fix it.
I got this exact screen when I put a PS3 game in it for no reason Edit: it just showed up after trying to read the disc. I did that in July, and I'm not able to play my Wii at the moment, so what I said was what I remembered
This always happened when i stayed for more than like 25-40 seconds on the title screen of my copy of mkwii, and since i was young i thought that was just normal lmao Sorry if there is bad English
