You can legalise drugs and have them sold at pharmacies in a highly controlled way. This would completely gut the black market and take out basically all gang activity.
The contents and purity of the drugs would be pharmaceutical grade.
There would be a database record of usage with support services encouraged.
Intoxicated people would not be served.
Tax goes to government for related services.
Customs and border patrols relieved of heavy duties.
Alcohol is already the most damaging drug to society and that is in supermarkets. It not so far fetched to have other drugs sold in controlled ways too.
People will always want drugs. Its up to the government whether they take control of it or let gangs have all the power.
