This solution didn't work for me too. Initially, I was just clicking directly on Ads Manager or Meta Business Suite to follow their instruction but of course it didn't work. I finally managed to fix this issue by going manually from settings > accounts centre > password & security > two-factor authentication. I could easily turned it on with no problem and able to immediately access my Ads Manager again. I hope this tip works for you!
