FutileExistence To me, the most broken boss in the history of KOF is Goenitz, because you could only win against him if he let you. His tornado spam could completely shut down 90% of the cast, and the remaining 10% were still dependent on luck.
He's one of the hardest bosses which is a totally separate thing from being the most broken. And the reason why is cause his A.I. was pretty darn smart. But like almost any boss he has ways to be exploited and abused repeatedly for an easy win. But brokenness? An Igniz with a good player or A.I. would slaughter 2 Goenitz's with ease

and to to get Zero you must Defeat 150
as for Igniz you need to Defeat 200
