      The sample he takes at 2:06 is how it should look like - a nice and flat ramp. The sample he takes at 2:18 has a broad noisy ramp which he explains is the problem - the signal is not 'de-coupling at the right time' and is sending a noisy feedback to the given chip. Since the noisy ramp is, seen in magnification, fluctuating in voltage and longer than the time interval accepted by the given chip, it is not turning on. The cycle keeps repeating itself and in the process the given chip heats up. He cites the problem as a problem with that capacitor which he replaces. The replaced capacitor filters the noise and the chip gets activated thus turning on the laptop.
