As you know already I don't speak Hindi
But I just want to say that if you want to get visa for Russia it's not that hard as I read on many sites and blogs!
There are a lot of little companies in Russia and they can do invitation letter and everything! For not a big money! And you don't have to pay for a hotel and so on! You can travel by couchsurfing, hostels and many places!

Yes even Americans have to get a Russian invitation visa, but annoying and expensive really but well worth it. Especially just to visit St. Petersburg!

Did you go to embassy of Russia in Delhi? When I applied for it and called them. they said to me that the service of tourist visa is authorised to Indra IFS. And embassy does not do it.
But yeah consulate in Kolkata and Mumbai provide this service.
During that time there was no VFS too.

This organisation (for the travel voucher) charges 39.98 dollars (not 19.99 dollars) for indians travelling ti russia for more than 14 days!
