TBH When I first heard that I immediately thought Tom was referring to rappers like that Mac Queef loser he destroyed, but I'm not sure if this song was made after that happened.

To clarify the hook, "they'll kill their momma for some clout and a chain" is based on a Chicago rapper that killed his mom for her bank account and life insurance to finance his career. Literally killed his mom for fame and fortune. It's not an empty statement.
Hangover gang started when he first started rapping and it was literally the hangover gang because they would go over and get wasted. Now, its still the HOG but its taken on a new meaning and is a beacon of hope for those who have struggled similar to Tom.
