The reason that Carney was able to alter his voice level is because of his radio career. Long before he was Ed Norton, he impersonated FDR on the March of Time as well as other famous people. I recall seeing him on Merve Griffin or Mike Douglas's show and did the FDR voice with his back to the camera. The audience recognized his impersonation and gave him a nice round of applause.
Art Carney made his uncredited film debut in 1941 in POT O' GOLD. He also did his first made-for-television film in 1954. He did not make another feature film until the mid-60s.
The routine I always remember is where Norton is teaching Ralph to play golf. Gleason is dressed in full golf pants and tam. He is lining up the ball with the club. Norton says "Address the ball." Gleason asks what he means. Carney thinks for a minute as he is taking instructions from a book. He then says, "Well, when you address the ball, you say "hello, ball." It's been 50+ yrs but that line still makes me laugh.
The answers to the radio questions are interesting - "yes" to dramatic acting, but also "yes" to the program being a comedy. I don't know what Carney is referring to, but he did appear on the Henry Morgan Show (and so did Arnold Stang, whom Arlene thought he was). It was purely a comedy program.

He did some great movies in his later career; The Late Show and Going In Style come to mind. And I would have loved to have seen him as Felix Unger in the original Odd Couple. In fact, he and Matthau would later be re-teamed in House Calls.
The one movie he did was the 1941 Pot of Gold with James Stewart and Paulette Goddard where he play a part in a band and an announcer near the end of the movie. That is him.
