It will create divisions among government employees. Lower caste persons may get job because of reservation but their salary will not increase due to discrimination of higher caste dominated high level officials. it is obvious going to happen.

This is actually the most important thing that has been done to improve common man suffering. Barring armed forces and few organisations like ISRO, most govt. departments in India are worst performing bureaucracy aur govt departments in the world. There are several job profile in govt. offices were people get handsome salary for very negligible work... If it would have US like developed market economy were large section of people are taxpayers...till now revolution would have started for spending so much tax payers money on such large number of govt. employees and still having such pathetic performance. Infact people rightly say that, govt. employees take salaries for not performing their duties and take bribes for doing the very same duty.

sir, it would only increase sources of income for higher officers. At present as well, not all but in most cases an employee has to give commission for claim of any arrear, TA etc... What basically will happen is that the commission rates will be fixed @15-25 %, so to get an increment of 10000 one will have to pay 2500 as commission and ultimately everyone will be getting the max increment.
Employee jo direct public service ke under hain unka rating direct customer i.e public se ho jo uska service lia hai. Aur higher official ko bhi rating public jo service lete hainwohi rating kare.
PBS should be impliment but not only based on ratings should be added with rating quality of work which done by employees.... Even disciplinary proceedings take atleast 14 months to complete and when CVC finally gives recommendation for action, it's not automatically implemented, but requires govt to sanction who can refuse. When you take décisions for society and also not effected based on performance, how are you a stakeholder in India's development?

This is actually the most important thing that has been done to improve common man suffering.
Barring armed forces and few organisations like ISRO, most govt. departments in India are worst performing bureaucracy aur govt departments in the world.
There are several job profile in govt. offices were people get handsome salary for very negligible work...
If it would have US like developed market economy were large section of people are taxpayers...till now revolution would have started for spending so much tax payers money on such large number of govt. employees and still having such pathetic performance.
Infact people rightly say that, govt. employees take salaries for not performing their duties and take bribes for doing the very same duty.

No that’s mean annual increment jo ki 3% ka hai wo sabka nahi lagega
sir, it would only increase sources of income for higher officers. At present as well, not all but in most cases an employee has to give commission for claim of any arrear, TA etc... What basically will happen is that the commission rates will be fixed @15-25 %, so to get an increment of 10000 one will have to pay 2500 as commission and ultimately everyone will be getting the max increment.
Employee jo direct public service ke under hain unka rating direct customer i.e public se ho jo uska service lia hai. Aur higher official ko bhi rating public jo service lete hainwohi rating kare.

I think the performance based system government should by some perameters like all the performance done by newly or an specific department which controls all officers ETR in surveillance of Home ministry or any minister by using all new techs of this generations we can go for this if government make a particular department or any special strict surveillance team then definitely it's a golden step of Indian government.
