No, it's not like that, Cr+2 with strong feild ligand is given, now whenever you have question like this where you're given with complex then your ligand will also play role in deciding term symbol. That's why the effect of CN ligand is taken over here. For reference you can see James E Huhyee, or Meissler and Tarr there many examples like this are given.
IN this question complex is given thats why we have taken effect of ligands in it. if it is simple ion then we dont have to worry about the splitting and alll..
The filling of electron would be different for tetrahedral arrangement as T2 will go up and E will come down, Now it depends on question that what will be value of sigma ml there.
